Folks, please don't let anyone tell you that they are closing NASA or the Kennedy Space Center! The end of the Shuttle program is sad for all of us,especially those who have been laid off, but NASA will continue to launch rockets and exploration probes into deep space. NASA will continue to collaborate on the International Space Station, and support commercial transport options to the ISS. Meanwhile, the Kennedy Space Center Visitor's Complex will be renovating and readying for the addition of the Atlantis Orbiter to their exhibits. Updates:

The Dollar General at Hwy 46 and US 1 is still going to go thru.

A Raceway gas station at Hwy 46 is still on track. Raceway may potentially want to vacate Douglas Street, however, the request to vacate the street has yet to be placed on the county agenda.

Highlights of water presentation by Richard Martens, Director of Brevard County's Utility Services Department.

There are two aquifers in Central Florida, the limestone/Floridan aquifer and the surficial/sand aquifer. The limestone aquifer is recharged by rain and feeds the springs. The surficial aquifer is on top of the limestone aquifer. Brevard county pulls water from the surficial aquifer. Too much pumping can lead to salt water intrusion from beneath our aquifer. Different agencies come together to monitor water usage to prevent this from happening.

St. Johns River Water Management District (SJRWMD) regulates the withdrawing of water. All water users are required to have a consumptive use permit.

Three requirements must be met for a permit to be issued:

(A) There must be enough water. If the useage will impact the wetlands and lead to negative consequences a permit will not be issued. Permits can be revoked if wetlands are endangered.

(B) There must be a reasonable or beneficial use for the water. Reasonable or beneficial includes houses, golf courses, and bottling plants.

(C) The new permit cannot impact existing users. Mims residents were issued a consumptive use permit prior to Titusville residents. If there was ever a water shortage, residents of Mims would have a legitmate claim to the water.

Water usage is monitored and permits are up for review every five years. Comprehensive water usage plans are subject to an additional critical analysis every 20 years.

Titusville is currently installing 15 wells. Six wells are along the old rail corridor and part of the first phase of the project. The second phase of the project will install the remaining nine wells. Titusville is conducting monthly water monitoring tests, observing 15 wetland sites for any signs of impact, and installing salt water monitoring wells. They are expecting to draw from the first well in June. The wells are installed away from houses and in areas that do not overlap a lot in order to reduce draw down. Titusville's 20 year projection is a 0.3 ft. draw down on these wells which is significantly less than the natural fluctuation of the water level. Titusville is digging in the north area of the county due to their own aging wells, sanitary hazards, and salt intrusion. Current planned water use should not impact homeowners' wells and should not exhaust the wells they have drilled.

The beginning of daylight savings time marked new lawn watering regulations. Odd numbered houses can water on Wednesday and Saturday. Even numbered addresses can water on Thursday and Sunday. Non-residential addresses can water on Tuesday and Friday. Watering should occur between 10 am and 4 pm. Information on Locally Growing Plants That are Poisonous to Livestock

 

Our County Agricultural agent, Joe Walter, has posted a slide show from the 2010 Florida Equine Institute and Allied Trade Show to the brevard.ifas.ufl.edu web site. It can be found under agriculture/horses. He says, "You will find an exceptionally good video on poisonous plants that I hope everyone views this."


 

On Friday, August 6, the Florida Department of Transportation (FDOT) submitted the Federal funding application for the Amtrak/FEC Corridor project to the Federal Railroad Administration.  The project is now in the running for a requested $250 Million to complete the project in three years.  Grant awards are expected to be announced in late September 2010.

The State of Florida submitted the Amtrak/FEC Corridor Project application as well as an application for $1.1 Billion in additional funding for high speed rail express service in the Tampa-Orlando corridor.  A press release from Governor Crist is included with this update.  The press release and both project applications are also available on the FDOT website at the following address:  http://www.dot.state.fl.us/planning/policy/hsipr/ 

FDOT, along with the regional planning councils, local governments, MPOs, and others contributed a tremendous effort to enable the application to be submitted by Friday’s deadline.  The project is broadly supported along the corridor.  More than 160 letters and resolutions from local governments, agencies, and organizations are included in the application package, along with letters of support from the Governor, congressional and legislative leaders.

There will be much work to do as the project moves forward, but submittal of the application on Friday is a key step towards making this project a reality.
